Commuting time is expected to be increased for about two years. The four-lane section of Route 20 in that area will be narrowed to two lanes, one in each direction, beginning today, according to Michael W. Verseckes, spokesman for the state Department of Transportation. Meanwhile, Mayor Gregory C. Neffinger criticized Friday that the state should have gone through the local Conservation Commission to get permission before starting the project because there is a stream running along and under part of Route 20.
